Barton L. Mackey, Jr.

Bart Mackey has engaged in commercial real estate brokerage for over 30 years, representing local, regional, national and global clients in sales and leasing. He joined Cushman & Wakefield’s Delaware office as Director in 2023, after a long period as a principal at Patterson-Woods Commercial Properties/CORFAC International.
Bart was reelected to a new two-year term in July 2024. He was elected as President, effective July 2025, and since 2019 he has served as a Director, Treasurer and Vice President.

Jay L. White, MAI, CRE®

Jay White is President of Apex Realty Advisory, which he founded in 2009. He has over 30 years of real estate valuation, advisory and consulting experience with local and national firms.
Jay was reelected to a new two-year term beginning July 2025 and was voted to serve as Vice President. Jay is a Past President, having served for two years ending in June 2023, and Vice President for two years until June 2021. He was Chair of the Program Committee beginning in 2017 and, since 2021, has continued as a valuable member of the committee. He has arranged and moderated several important panel discussions.

Dan Wham is a commercial real estate agent with DSM Commercial Real Estate.
Dan joined the Board in July 2019 and has been reelected to serve a new two-year term beginning July 2025. He became an Officer and joined the Executive Committee as Secretary on July 1, 2022.

Rob Stenta is a licensed real estate agent with Cushman & Wakefield. Previously, Rob was Director of Office and Industrial Leasing for Pettinaro and Director of Global Real Estate/Valuations for Chatham Financial.
Rob is a Past President, having served as from July 2019 to June 2021, with the distinction of shepherding the organization through the COVID-19 pandemic. He previously served as Vice President and Chair of the Continuing Education Committee and was reelected to a new two-year term beginning July 2024, and will serve as Co-Treasurer.

Cindy Fleming is an Associate Broker in JLL's Wilmington, Delaware office. Cindy concentrates her efforts on the sale and leasing of commercial properties and provides tenant and landlord representation services to clients throughout Delaware and the Western Philadelphia Suburbs.
Cindy is the immediate Past President, having served as president from July 2023 to July 2025 and Vice President from July 2021 to June 2023. She serves on the Continuing Education committte and has been the Golf Committee Volunteer Coordinator for several successful and fun golf outings.

Don is a Past President, having served from July 2017 to June 2019, and has also served as Vice President, Program Committee Chair until 2017, and currently works with the Membership Committee to attract new members. He was reelected to a new two-year term beginning July 2024.

Benjamin Berger is a partner with the law firm of Berger McDermott LLP. Throughout his career, Buddy has handled and closed numerous commercial real estate transactions, including acquisitions, financing and leasing transactions.
Buddy has served as a CIRC Director for many years and has chaired the ad hoc Legal Documents Committee to create and update leases and other agreements for our members' use. He was reelected to serve as Director for a new two-year term beginning July 2025.

Ryan joined the Board in July 2019 and was reelected to serve a new two-year term beginning July 2025. He has served as a Co-Chair on the Program Committee until June 2025, and continues contribute to the committee on an as-needed basis.

Pam Scott is a partner in the law firm of Saul Ewing Arnstein & Lehr LLC. Pam has worked as an attorney for more than 30 years in a mix of roles relevant to utility companies, real estate developers, large & small businesses, healthcare facilities and institutional uses. She primarily helps utility companies seek approvals from the Del. Public Service Commission and commercial and institutional clients navigate land use and zoning issues for real estate projects.
Pam joined the Board as a Director in July 2022, and was reelected to serve a new two-year term in July 2024. She assists the ad hoc Legal Documents Committee with updating documents.

Thomas Harvey serves as Vice President for Harvey, Hanna & Associates, Inc. He provides a holistic managerial focal point for company acquisitions and divestitures, in addition to leasing and marketing at the firm where he has worked since 2015.
Thomas joined the Board as a Director to complete the two-year term of retiring Director James Manna ending in June 2024. He was since reelected to serve a new two-year term in July 2024.

Janet Pippert provides business management services for the CIRC organization. In 2024, after 19 years as Business Development and Marketing Manager, she retired from Landmark Science & Engineering. Prior to that she worked in property management for American Trading Real Estate Properties at the Christiana Executive Campus and in the office leasing group at Gilpin Allegheny Realty.
Janet has worked with the Board and its Committees to manage the business, membership and events for CIRC since 2001.

Scott Kidner is owner of the consulting firm of C. S. Kidner & Associates, providing government relations and legislative advocacy/lobbying services to the firm's clients.
Scott has served as CIRC's Legislative Lobbyist since at least 2001. CIRC members are welcome to reach out to Scott to discuss their support of or opposition to any local or state legislative matters of concern. He encourages members to reach out to him with governmental issues of concern.

Brett Saddler serves as the Executive Director of the Claymont Renaissance Corporation where he has been an advocate for advancing economic development opportunities in Claymont.
Brett has dealt with legislative matters for several years and will bring that experience to his current role as Chair of CIRC's Legislative Affairs Committee. In this role he works closely with Scott Kidner and the Executive Committee. Members are welcome to reach out to Brett to discuss their support of or opposition to any local or state legislative matters of concern.
